CPO Services and EV Charging Management Across the UAE

Turn your property’s charging points into a managed service. COPAK plans new installations and connects suitable existing chargers to charging software, payment solutions and ongoing operations.

FROM EQUIPMENT TO OPERATIONS

One Team for Your Charging Infrastructure

A charge point operator manages the systems behind EV charging: charger connectivity, driver access, payments, monitoring and revenue reporting. COPAK brings these services together for property owners and managers.

Planning and Charger Supply

Assess parking use, likely demand, available electrical capacity and authority requirements. Select AC chargers, DC fast chargers or a combination suited to the property.

Approvals and Installation

Coordinate the applicable approvals, dedicated metering, electrical works and commissioning. Our Dubai installation work follows DEWA requirements.

Software and Payments

Configure compatible chargers for charging management, customer access and payment collection. Test the complete charging journey before launch.

Operation and Revenue Reporting

Monitor charger availability, support users and manage operational issues. Provide session and revenue reporting, with property-owner remittances under the agreed commercial arrangement.

THREE COMMERCIAL MODELS

Choose How Your Charging Project Is Funded

Select an approach that fits your investment plans, expected utilisation and ownership preferences.

1

Full COPAK Financing

COPAK finances the agreed charging infrastructure, including charger supply and installation scope. The property provides the location and access; operation and revenue sharing are defined in the project agreement.

2

Charger Financing by COPAK

COPAK finances the chargers. The property owner or manager funds the agreed electrical and site works. COPAK manages charging operations under the agreed commercial terms.

3

Property-Funded, COPAK-Operated

The property owner or manager funds the chargers and installation. COPAK operates the charging service, collects charging revenue and remits the agreed amount to the property owner or manager.

Funding availability, the installation scope, operating costs, revenue share and settlement schedule are agreed for each project after assessment.

AC, DC OR A MIX OF BOTH

Match Charging Speed to How People Use Your Property

The right charger depends on how long vehicles stay, daily demand and available power. AC and DC chargers can operate at the same property, serving different parking needs.

AC: Destination Charging

AC charging suits drivers who have reached their destination and typically stay for more than two hours. Residential buildings, hotels, malls and offices can provide charging while people live, work, shop or stay. Vehicle AC capability determines the actual charging rate.

DC: Charging on the Go

DC fast charging suits shorter stops and higher turnover. Charging performance depends on charger output, the vehicle’s DC charging capability, battery condition and available supply. COPAK selects the power level around demand and site capacity.

COPAK supplies VOX Pro and MAG Duo AC charging solutions, alongside DC chargers from 30kW to 240kW. We can combine destination and fast charging in one operating plan.

ALREADY HAVE CHARGERS?

Connect Existing Chargers to Managed Operations

If your property already has EV chargers, COPAK can assess them for operation and payment integration without starting with a new installation.

1

OCPP Compatibility

Existing chargers must support OCPP and the features needed by the selected management platform. COPAK checks the model, firmware and interoperability before onboarding.

2

Reliable Internet

An active internet connection is required for managed operations, payments, session reporting and remote support. We assess Ethernet, Wi-Fi or mobile-data connectivity according to the equipment and site.

3

Configuration Access

The property must provide authorised access to charger settings. If the manufacturer or supplier restricts access, their cooperation is needed to release access or change the backend connection.

  • Share the charger brand, model, number of charging points and current platform.
  • Provide authorised administrator access or arrange supplier-assisted configuration.
  • Confirm access to OCPP endpoint settings, charger identifiers and network settings.
  • Complete connection, session, payment and reporting tests before starting the managed service.

OCPP support alone does not guarantee successful integration. COPAK confirms compatibility and configuration access before committing to the onboarding scope.

DUBAI · A DEDICATED LICENSING FRAMEWORK

DEWA CPO Licensing for Dubai Charging Sites

Public charging in Dubai requires a valid DEWA CPO licence, including free and paid services. Chargers serving residents, hotel guests or employees’ private vehicles can fall within this framework; restricted parking access alone does not make a charger private.

Free or Paid Charging

Select the correct licence category for the intended service. Operating public charging equipment without the required DEWA CPO licence is not permitted.

Validity and Renewal

The published licence forms provide one-year validity and annual renewal. The CPO submits its renewal and pays the applicable licence charges before expiry.

Dedicated Metering and the CPO Account

For paid Dubai sites, COPAK coordinates provision for DEWA smart metering and the CPO-account arrangement, separating the charging operation from the property’s general electricity account. We plan this with the property team before energisation.

Annual Licence Charges

  • AC: AED 500 per charging port annually.
  • DC: AED 100 per kW of output capacity, capped at AED 7,500 per charging port.

These are licence charges paid by the CPO, separate from driver charging fees. DEWA’s issued invoice determines the project charge.

DUBAI DEVELOPERS AND MAIN CONTRACTORS

Plan CPO Approvals Before Building Handover

For new Dubai developments with public EV charging, include CPO licensing and meter coordination in the construction programme.

  • Identify the operator and the free or paid service model early.
  • Coordinate charger specifications, electrical design and dedicated meter provision.
  • Build licensing, inspections and connection requirements into the handover schedule.

COPAK works with developers, consultants and main contractors to complete the charging approvals in time for launch. Unresolved approvals can delay charging energisation and affect the handover programme.

ABU DHABI AND THE NORTHERN EMIRATES

Dedicated Metering Beyond Dubai

COPAK supports projects in Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. These sites follow the requirements of their local electricity utility and relevant authorities.

A Dedicated Charging Meter

COPAK plans a dedicated kWh metering arrangement for the charging infrastructure, separate from general building consumption. In Abu Dhabi, EV charger registration and separate utility metering are required by TAQA Distribution.

Local Utility and Tariff Coordination

TAQA Distribution serves Abu Dhabi; SEWA serves Sharjah; EtihadWE serves much of Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah. COPAK confirms the serving utility, account arrangement and applicable supply tariff for each property.

The electricity supply tariff is an operating cost, distinct from the fee paid by EV drivers. TAQA’s published EV-meter tariff is 30 fils per kWh. A single AED 0.44/kWh rate should not be assumed for every emirate or account.

DRIVER FEES · SEPARATE FROM ELECTRICITY COSTS

Public EV Charging Tariffs

The federal charging-fee framework sets minimum fees of AED 0.70/kWh plus VAT for AC charging and AED 1.20/kWh plus VAT for DC charging.

AC CHARGINGAED 0.70per kWh + VAT
DC CHARGINGAED 1.20per kWh + VAT

Dubai prescribes these rates for paid public charging. Operators cannot set a different energy-service rate or use discounts, preferential rates or subscriptions to reduce it. A licensed free-charging service follows its own licence category.

COPAK configures billing around the applicable emirate’s rules and clearly separates charging fees, VAT and any permitted additional charges.

OPERATIONS AND PAYMENTS

Make Every Charging Session Accountable

A managed charging service needs dependable software and a clear commercial process.

Access and Session Management

Configure supported driver-access methods and monitor charger connectivity, session status and energy consumption through the charging platform.

Payment Collection and Settlement

Set up the agreed payment solution, charging tariffs and reporting. Property-funded projects include revenue remittance to the owner or manager under the operating agreement.

Support and Maintenance Coordination

Use remote diagnostics for connected chargers and coordinate site attendance or equipment support when required. The service scope is agreed around the installed equipment.

Performance and Expansion

Review use, revenue and charger availability to identify operational improvements. Add charging points or adjust the AC/DC mix as demand and site capacity develop.

HOW WE START

From Site Assessment to Charging Operations

1

Assess the Property

Review parking demand, available load, electrical routes, utility metering and existing equipment.

2

Agree the Commercial Plan

Choose the funding model and define installation scope, operational responsibilities and settlement terms.

3

Approve, Connect and Launch

Coordinate approvals, configure chargers and payments, then test the service and begin managed operations.
